The Continuum of Care (COC) is the term used for the process of coordinating services
and planning among all the homeless service providers in the area. The Upstate
Homeless Coalition of S.C. is the umbrella organization. It leads the following
activities:
- Initiates the process for a homeless count each year
- Recommends and strives for service providers to get together to share resources,
network, and plan
- Provides support for service providers desiring a HUD Supportive Housing Grant
- Technical assistance to other agencies, especially shelter providers
The Upstate Homeless Coalition of S.C. does this work at no charge. It costs the
organization about $30,000 each year. There are over 100 homeless service
