R.A.V.E.
The R.A.V.E. program started in 2006. It provides permanent rental housing to chronically homeless people throughout the upstate. The Upstate Homeless Coalition rents housing and works with the landlords. The referring agencies provide case management to the participants.
Rent can be no more than 30% of the participant's income, no matter how low.
